1870 erhielt der dänische Diplomat Julius F. Sick anlässlich seines Japan-Besuches die Genehmigung, Telegraphen-Kabel zwischen Shanghai, Nagasaki und Wladiwostok durch die Great Northern Telegraph Co. (Store Nordiske Telegraf-Selskab) zu verlegen. Der Vertrag wurde am 20.09.1870 mit einer Laufzeit von 30 Jahren abgeschlossen. Die japanische Regierung bestätigte die Eröffnung der internationalen Verbindung durch Unterseekabel und die Verlegung über Land in Japan für den nationalen Telegraphendienst. Zur Organisation und Realisierung des Vertrages hatte die Great Northern Telegraph Co. verschiedene Stützpunkte eingerichtet, der Hauptstützpunkt in Japan war in Nagasaki.

In 1870 the Danish diplomat Julius F. Sick visited Japan to achieve approval for the laying of a telegraph cable between Shanghai, Nagasaki and Vladivostok by the Great Northern Telegraph Co. (Store Nordiske telegraph Selskab). The contract was signed on September 20, 1870 with a term of 30 years. The Japanese government confirmed the opening of an international submarine cable and the laying on land in Japan for a national telegraph service. For the organization and implementation of the Treaty the Great Northern Telegraph Co. had established various bases; the main base in Japan was located in Nagasaki.
