    | Kaitakushi Colonization Department
 (Commission of Development Projects of Hokkaidō)
 
 
 In 1869, the newly established Meiji government was deeply concerned about a possible threat of a Russian advance over Japan’s northern frontier, while at the same time hopeful about the potential resources of the area, created a department called the Kaitakushi, which was specifically designed to administer, defend, and develop Hokkaidō. In spring of 1871,
  Kuroda Kiyotaka, Deputy Commissioner of the Kaitakushi, went to Washington to ask the U. S. government for help in securing able advisers. Horace Capron, U. S. Commissioner of Agriculture, agreed to head an American mission to Hokkaidō. Subsequently, until its abolition in December 1881, the Kaitakushi employed 48 Americans, in addition to 17 Europeans and 13 Chinese.
